Miami: Where terrorists rule the roost

For decades, Miami has been the lair of terrorists. Of the terrorists of the Cuban American extreme rightwing. Terrorists originally recruited, trained, financed and directed by the authorities of United States intelligence services with the intention of destroying the Cuban revolution. Terrorists whom federal authorities have protected, granting them impunity to walk freely in evident violation of the law.

For example, Orlando Bosch, repulsive confessed terrorist who publicly, on radio and television, brags of his horrific crimes, who lives freely among us by the grace of President George Bush, the First, father of the current president, who brazenly violates the terms of his parole, directing a terrorist organization and organizing political activities in favor of other terrorists, cohorts like him, such as his actions in favor of Luis Posada Carilles last Jan. 19 and another called for this Saturday (Feb. 23), demanding the freedom of Posada and two other terrorists temporarily in jail, Santiago Álvarez and Osvaldo Mitat.

Santiago Álvarez and Osvaldo Mitat who, according to federal authorities, illegally entered Posada Carilles in the country on board the Santina and who have been in jail since Jan. 17, for a little over a year, charged with having an arsenal of weapons, ammunition and explosives. They handed over to the authorities another arsenal of weapons and explosives, in their possession, which included machine guns, C-4 explosives, dynamite, detonators and grenade launchers, even larger than the first arsenal. Their purpose was to reach an agreement with the prosecutor to lower their sentences for possession of the first arsenal.

In the midst of an international campaign against terrorism by this administration, as a result of the events of Sept. 11, 2001 in New York and Washington to find terrorists, it has gone to war against Iraq and Afghanistan bringing devastation to the people—on the other side of the world—wars which have cost the lives of more than 3,000 U.S. soldiers while the federal prosecutor in Miami is making deals to produce ridiculously low sentences (for possession of the first arsenal, Alvarez and Mitat were sentenced to only 4 and 3 years, respectively) for handing over the second arsenal of weapons, ammunition and explosives they stored in a place in our city.

Aren't these decisions by the federal attorney outrageous? Don't they demonstrate special treatment by the federal government of these terrorists and assassins? Don't they demonstrate that these agreements and strange sentences are a conspiracy between the federal government and these terrorists?

It seems that when these arsenals of weapons and explosives are intended against the Cuban people to cause death and desolation, it doesn't matter. They are forgiven for having purchased and stored them here supposedly without the knowledge of federal authorities.

Is this how the government intends to strengthen international collaboration in its campaign against terrorism, which is the pillar of national security? Also, what guarantee have the federal authorities that these weapons and explosives were not going to be used by these terrorists and cohorts here in Miami against innocent persons, which has already occurred several times?

Then, there is the case, among others, of the heinous terrorist, Luis Posada Carilles. Declassified documents of the past two years demonstrate that, in 1976, US intelligence services had prior knowledge that Posada Carilles and his cohort, Orlando Bosch, after having killed the former Chilean ambassador, Orlando Letelier in the U.S. capital, were planning to blow up a civilian plane of Cubana de Aviación, that they took to fruition on Oct. 6 of that same year killing the 73 passengers and crew aboard.

A month after Posada was finally arrested in Miami, in May 2005, for having entered the country illegally; the Venezuelan government requested his extradition in accordance with the extradition treaty signed in 1922 between the United States and Venezuela, to continue the legal process for his responsibility in the death of the 73 persons aboard the Cubana de Aviación plane.

The federal government has only charged Posada with illegal entry into the United States in 2005. The Bush administration has not responded to the extradition request by Venezuela. Nor has it made any declaration about the terrorist actions committed by Posada, an old and valued agent of the CIA, especially regarding the responsibility for the deaths of the 73 persons aboard the Cuban flight.

Two international treaties of which the United States are signatories (the Convention on Civil Aeronautics signed in 1971 and the Suppression of Terrorist acts of 1997) require the federal government, if for some reason does not extradite Posada to Venezuela, to be tried for his crimes, "without any exception, whether he committed or not the crime in its territory to present him, without delay to the competent authorities to be tried according to the laws of the State." And to be tried as if the crime were committed in this State.

The federal government has done nothing to comply with the laws and international treaties regarding the terrorist Posada Carilles for the crimes of genocide he committed. Federal authorities have done nothing to harm the decades of impunity, here in Miami, they have offered these terrorists.

Then, Bush's statement in April of 2005 is confirmed: "Anyone who protects a terrorist, who supports a terrorist, who shelters a terrorist, then this person is as guilty as the terrorist himself."

El lugar donde los terroristas imperan

Miami — Por décadas Miami ha sido cubil de terroristas. De los terroristas de la extrema derecha cubanoamericana. Terroristas originalmente reclutados, entrenados, financiados y dirigidos por autoridades de los servicios de inteligencia de Estados Unidos en su afán por destruir a la revolución cubana.

Terroristas a los que las autoridades federales aún les brindan la protección que les da la impunidad para aquí permanecer libres en evidente violación de lo que la ley establece.

Por ejemplo, Orlando Bosch, repugnante terrorista confeso, que públicamente, por radio y televisión se vanagloria de sus horrendos crímenes, quien vive libreentre nosotros por obra y gracia del presidente George Bush, el Primero, el padre del actual presidente de la República, desfachatadamente viola los términos de su libertad condicional, dirigiendo una organización de terroristas y organizando actividades políticas a favor de otros terroristas, consortes de él, como fue la manifestación a favor de Luis Posada Carriles el pasado 19 de enero, y otra, convocada para este próximo sábado, exigiendo la libertad de Posada y otros dos terroristas temporalmente encarcelados, Santiago Álvarez y Osvaldo Mitat.

Santiago Álvarez y Osvaldo Mitat, quienes de acuerdo a declaraciones de autoridades federales, entraron ilegalmente al país, por estas playas, a bordo del barco Santrina a Posada Carriles, y que están presos desde hace un poco más de un año por habérseles encontrado un arsenal de armas, municiones y explosivos, recientemente, el pasado 17 de enero, le entregaron a las autoridades, a través de sus abogados, otro arsenal de armas, municiones y explosivos, propiedad de ellos, que incluía ametralladoras, explosivos C-4, dinamita, detonadores y lanza granadas, aún mayor que el primer arsenal, con el propósito de llegar a otro acuerdo con la fiscalía para que se le rebajaran sus condenas por posesión del primer arsenal.

En medio de una campaña internacional dirigida por esta administración en contra del terrorismo, motivada por los hechos terroristas del 11 de septiembre del 2001 en Nueva York y Washington, la cual, para encontrar terroristas ha llevado la guerra y la desolación a los pueblos de Iraq y Afganistán --al otro lado del mundo--, guerras que han costado la vida a más de tres mil soldados norteamericanos, la fiscalía federal, en Miami, está en tratos con dos terroristas para reducirle condenas irrisorias (por posesión del primer arsenal Álvarez y Mitat fueron condenados a sólo 4 y 3 años de prisión respectivamente) por éstos haber entregado un segundo arsenal de armas, municiones y explosives que guardaban en un sitio de nuestra ciudad.

¿No son ultrajantes estas decisiones de la fiscalía federal? No demuestran estos tratos con estos terroristas una relación especial entre el gobierno federal y estos asesinos? ¿No demuestran estos acuerdos y extrañas condenas una confabulación entre el gobierno federal y estos terroristas?

Parece que mientras esos arsenales de armas y explosivos sean para ser utilizados en contra del pueblo cubano, para causar muerte y desolación en Cuba, no importa; se les perdona el haberlos comprado y almacenados aquí sin el supuesto conocimiento de las autoridades federales...

¿Es así como este gobierno pretende afianzar la colaboración internacional en su campaña en contra del terrorismo, que es piedra angular de la seguridad nacional? Además, ¿que garantía tienen las autoridades federales que estas armas y explosivos no iban a ser utilizadas por esos terroristas, u otros de sus consortes, aquí en Miami contra otras personas, como tantas otras veces ha ocurrido?

Entonces, está el caso, entre otros, del nefando terrorista Luis Posada Carriles. Documentos desclasificados durante los últimos dos años demuestran que en 1976 los servicios de inteligencia de Estados Unidos tuvieron conocimiento previo que Posada Carriles y su consorte Orlando Bosch, después de haber perpetrado el asesinato del ex canciller chileno Orlando Letelier en la capital federal, estaban planificando hacer volar un avión civil de Cubana de Aviación, como hicieron el 6 de octubre de ese año, con la pérdida de los 73 pasajeros a bordo.

Un mes después de que Posada fuera finalmente detenido en Miami, en mayo del 2005, después de haber entrado ilegalmente al país, el gobierno venezolano amparado en el vigente tratado de extradición firmado en 1922 entre Estados Unidos y Venezuela exigió la extradición de Posada para continuar el curso de su proceso legal en Venezuela por su responsabilidad en la muerte de 73 personas, pasajeros del avión de Cubana de Aviación.

A Posada el gobierno federal sólo lo ha acusado por delitos asociados a su entrada ilegal a Estados Unidos en el 2005. La Administración Bush no ha respondido a la petición de extradición del gobierno venezolano. Como tampoco se ha pronunciado sobre las actividades terroristas de Posada, antiguo y valioso agente de la CIA, especialmente sobre su responsabilidad en la muerte de las 73 personas, pasajeros del avión de Cubana.

Dos tratados internacionales de los que Estados Unidos es signatario (la Convención sobre Aeronaútica Civil, firmada en Montreal en 1971 y la Convención Internacional sobre la Supresión de Actos Terroristas de 1997) obligan al gobierno federal si por cualquier razón no extradita a Posada a Venezuela para ser juzgado por sus crímenes a "... sin excepción alguna, háyase cometido o no el delito en su territorio, a presentarlo, sin demora, a sus autoridades competentes para ser procesado de acuerdo a las leyes de ese Estado". Y ser procesado como si el delito hubiese sido cometido en ese Estado.

Nada ha hecho el gobierno federal para hacer cumplir las leyes y los tratados internacionales en relación al terrorista Posada Carriles por los crímenes de lesa humanidad por él cometidos. Nada han hecho las autoridades federales que afecte la impunidad que por décadas, aquí en Miami, les han brindado a estos terroristas.

Su proceder confirma la verdad de la aseveración del actual presidente Bush hecha en abril del 2005: "Si alguien protege a un terrorista, si alguien respalda a un terrorista, si alguien cobija a un terrorista, entonces esa persona es tan culpable como los propios terroristas".
