Exactly one year ago, in this very place, our President, Army General Raúl Castro Ruz, during the commemoration for the first time of the Day of the Victims of State Terrorism, recounted some of the long and painful history of terrorism against the Cuban people, sponsored by the highest echelons of successive U.S. governments, with the sinister Central Intelligence Agency playing a prominent role and the active participation of unpatriotic and mercenary counterrevolutionary organizations.

Raúl evoked the fires, the bombings, the acts of sabotage – such as the perfidious explosion aboard La Coubre and the no less criminal one of the Le Van Than day care center – the hijacking of planes, boats and Cuban citizens, attacks on our offices abroad and the killing of diplomats; the machine gunning of facilities and the many attempts on the lives of the principal revolutionary leaders, in particular that of the Comandante en Jefe of the Cuban Revolution, Fidel Castro Ruz.

He also recalled the organization, financing and provisioning of the armed bands; the Bay of Pigs invasion; Operation Mongoose; biological warfare on cultivated areas, animals and human beings, with its particularly cruel manifestation in the hemorrhagic dengue epidemic; explosions in tourist facilities… The trail of suffering and pain inflicted on our people by U.S. imperialism has indeed been great!

Today, October 6, 35 years have passed since one of the most abominable acts in this history of terror against Cuba: the Barbados crime. The in-flight destruction from a terrorist attack of the Cubana passenger plane, the vile murder of 73 innocent people, Guyanese, Korean and Cuban citizens – most of them in the flower of youth – and among them the Cuban juvenile fencing team, shook the nation to the core.

The homeland elected this day to honor the 5,577 Cubans who have died or left permanently disabled as a result of acts of terrorism perpetrated against Cuba for more than 50 years, with the sponsorship, complicity and direct participation of United States authorities.

The list given by compañero Raúl one year ago, with undisputable figures and arguments, relieves me of having to go into more details of events indelibly inscribed in history. Moreover, as he himself said then, "It would be impossible to include in just one speech the interminable chain of terrorist plots, actions and attacks hatched against our country."

For this reason, I will center my speech on detailing what has happened in these past 12 months. I have to say that, for yet another year, our people have waited in vain for justice to be done. One of the masterminds of the Barbados crime and many other felonies against Cuba, Orlando Bosch, died in Miami, enjoying the liberty he was granted thanks to the executive pardon afforded by President George Bush Sr. That pardon was a retribution for the criminal services he provided for years. But, who was the director of the CIA when the Cubana plane was blown up? The very same George Bush.

What happened this year with the international terrorist Luis Posada Carriles, the other mastermind of the crime? It wasn’t enough to charge him on minor counts and postpone his trial to the point of absurdity, which our press justly called "the El Paso farce." He was finally exonerated of all charges. Saying that a criminal like Posada is innocent is an affront not only to the Cuban people, but to all of humanity. We demand his extradition to Venezuela and that justice is done. This self-confessed killer must be tried for the crimes which he has committed.

Did the United States by any chance exclude Cuba this year from its spurious list of state sponsors of terrorism, an infamous measure like few others which, more than placing our country in the judgment seat, discredits that government even more?

No! Once again, it included Cuba, in order to justify its sanctions and its genocidal blockade.

The United States, the largest promoter of state sponsored terrorism in the world – of the savage nuclear bombardments of Hiroshima and Nagasaki, which took the lives of four million Vietnamese, godfather of the bloody military dictatorships and Operation Condor, of the massacres in Afghanistan, Iraq and Libya – that country which fails to fulfill international treaties signed in this context and which demonstrates notorious double standards in its supposed "war on terror," does not have an iota of moral authority for drawing up such a list.

The historical truth is that no other country has been the victim of this scourge, which originated years ago in the United States, as has Cuba. Precisely for this reason, and because of the principles which have sustained our Revolution, our country has resolutely condemned all forms or manifestations of terrorism in any part of the world, and has signed the 13 international agreements on the subject.

While an American politician, as Congresswoman Michelle Bachmann did recently, might make unfounded and irresponsible statements in this context, the reality is that Cuban territory has never been utilized, and never will be, to organize, finance or execute acts of terrorism against any country, including the United States.

Yet another year has gone by, and our government’s proposal to U.S. authorities to sign a cooperation agreement in this sphere remains without response. We ask ourselves why, when it is in the interest of the people of the United States? Doubtless, there is no political will to do so.

The most compelling evidence of that is what has taken place with the five Cuban heroes. Gerardo, Ramón, Antonio, Fernando and René have endured another 365 days of unjust incarceration. That is now 13 years of cruel and unmerited imprisonment. How much longer is this injustice going to prevail?

They should not have been imprisoned even for one day. They were not seeking classified information nor did they obtain any information on [U.S.] national security, nor did they affect any U.S. interests. Their mission was to contribute to averting the actions of terrorist groups acting against Cuba from Florida with total impunity. Their trials were arbitrary, they were held in Miami – the capital of anti-Cuban terror – in the midst of a climate of hostility, fuelled by an intense press campaign paid for by the yankee government. There is more than enough information, arguments and legal documentation demonstrating the rigged nature of these proceedings.

What to say about their conditions in these close to 5,000 days and nights? The confinements in the "hole," the prolonged periods of no communication, the difficulties in contacting their legal representatives, the unjustified separations from their families… How low the representatives of the empire have fallen with their merciless treatment of the Five, converting their imprisonment into a political vendetta against an entire people!

But they have not succeeded in the attempt to destroy their will, in spite of the pressure and the abuse. In spite of the unjust sentences and the inhumane, cruel and degrading treatment to which they have been subjected, the Five have maintained an exemplary conduct without making the least concession to their convictions, giving an unsurpassable example of dignity and steadfastness.

Now another injustice is being committed, an additional reprisal. Tomorrow René González will be released after having served the brutal and unjust sentence imposed on him. But he has been denied the right to return to Cuba to be reunited with his wife, daughters and parents.

Behind this decision of Judge Joan Lenard is the government of the United States, which is viciously persecuting our anti-terrorist fighters while, on the other hand, maintaining its history of protecting terrorist individuals and organizations located in its territory, responsible for the death, pain and suffering of thousands of Cubans.

In the person of René, a new injustice is being committed against the Five. Forcing him to live alongside terrorist elements in Miami, truly unpunished killers, is to endanger his life. We hold the U.S. government responsible for the consequences of this brutal and foolish decision, in particular for René’s physical integrity.

The judge’s additional requisite preventing him, after his release, from "associating with or visiting specific places where individuals where individuals or groups such as terrorists…are known to frequent," is absurd. It is illogical, because it obliges René to live precisely where these groups or individuals are flourishing and acting with total impunity. This demonstrates that the government of the United States knows who the terrorists are and where they are.

What government body will update René on those places where terrorists currently meet? Has the government, at the same time, banned them from approaching René? With this requisite, ratified once more by the judge, the government of the United States is acknowledging the presence of terrorists in its territory with a long record of criminal acts against Cuba, and is once again revealing the double standards of its much-trumpeted and hypocritical "war on terror."

We reiterate, as was clearly stated in the editorial published in Granma, the official organ of our Party, on September 28: "Although it is impossible to undo the injustice after so many years of unwarranted imprisonment and political attacks, the only minimally decorous action the government of the United States could take at this point would be to grant René permission to immediately return to Cuba, to put an end to the vengeful sentences imposed on Gerardo, Ramón, Antonio and Fernando, and to allow the return of all Five to their homeland."

The unjust and inhumane treatment meted out to our five compañeros, Heroes of the Republic of Cuba, who fought to protect the Cuban people – and also American people – from terrorism is fully known. International solidarity with them has grown year after year. Heads of state and government, other high-ranking government officials, 10 Nobel Prize laureates, outstanding figures, organizations and social movement from all over the world have added their voices and actions to the demand of freedom for the Five.

This struggle will be greater still every day. Now is the time to condemn, with all our forces, the additional punishment being imposed on René González, and to demand of President Obama that he end the injustice for once and for all, that he permit René’s immediate return to Cuba and that he use his constitutional authority to end the vengeful sentences handed down to Gerardo, Ramón, Antonio and Fernando.

This is the sentiment of millions of Cuban women and men, who will not cease for an instant until we see them all here, alongside their loved ones and their people. As compañero Fidel said in the Reflection which he titled "The supervised shame of Obama," the unyielding resistance of Cuban patriots is symbolized by our five heroes. They will never give in! They will never surrender!

Today, commemorating the 35th anniversary of the abominable sabotage of the Cubana airliner off the coast of Barbados, and honoring all Cuban men and women who lost their lives or have been left disabled as a consequence of state terrorism unleashed by an imperial power against this heroic people, we demand justice!

Hace hoy justamente un año, en este propio lugar, nuestro Presidente, el General de Ejército Raúl Castro Ruz, en ocasión de conmemorarse, por primera vez, el Día de las Víctimas del Terrorismo de Estado, hizo un recuento de la larga y dolorosa historia del terrorismo contra el pueblo cubano, auspiciado por las más altas esferas de los sucesivos Gobiernos de los Estados Unidos, con el protagonismo de la siniestra Agencia Central de Inteligencia, la CIA, y la participación activa de organizaciones contrarrevolucionarias apátridas y mercenarias.

Raúl evocó los incendios, los bombardeos, los sabotajes —como el pérfido del vapor La Coubre y el no menos criminal del círculo infantil Le Van Than—, el secuestro de aviones, barcos y ciudadanos cubanos, los atentados contra nuestras oficinas en el exterior y el asesinato de diplomáticos, los ametrallamientos contra instalaciones y los múltiples planes contra la vida de los principales dirigentes de la Revolución, especialmente contra el Comandante en Jefe de la Revolución Cubana, Fidel Castro Ruz.

También recordó la organización, financiamiento y abastecimiento de las bandas armadas, la invasión por Playa Girón, la Operación Mangosta, la guerra biológica contra cultivos, animales y contra seres humanos, con su especialmente cruel manifestación en la epidemia de dengue hemorrágico, las explosiones en instalaciones turísticas… ¡Ha sido muy grande la estela de sufrimiento y dolor causados a este pueblo por el imperialismo norteamericano!

Hoy, 6 de octubre, se cumplen 35 años de uno de los hechos más abominables en esa historia del terror contra Cuba: el crimen de Barbados. La destrucción en pleno vuelo por un atentado terrorista del avión de Cubana, el vil asesinato de 73 personas inocentes, ciudadanos guyaneses, coreanos y cubanos, en la flor de su vida la mayoría, entre ellas el equipo juvenil cubano de esgrima, estremeció las fibras de la nación.

La Patria escogió este día, para rendir tributo a los 5 mil 577 cubanos que han muerto, o han quedado incapacitados para siempre, por actos terroristas ejecutados contra Cuba, durante más de cinco décadas, con el patrocinio, complicidad y participación directa de las autoridades de Estados Unidos.

El recuento hecho por el compañero Raúl hace un año, con cifras y argumentos irrebatibles, me releva de ahondar con más detalles en acontecimientos indeleblemente grabados en la historia. Por demás, como él mismo dijera entonces, “sería imposible recoger en una sola intervención la interminable cadena de planes, acciones y ataques terroristas fraguados contra nuestro país”.

Es por esa razón que centro mis palabras en precisar qué ha ocurrido en estos últimos doce meses. Y tengo que decir que por un año más, nuestro pueblo ha esperado en vano que se haga justicia. Uno de los autores del crimen de Barbados y de tantas otras felonías contra Cuba, Orlando Bosch, murió en Miami, disfrutando la libertad que obtuvo gracias al perdón ejecutivo que le concedió el presidente George Bush (padre). Ese perdón fue una retribución a los servicios criminales que prestó durante años. Pero ¿quién era el director de la CIA cuando fue saboteado el avión de Cubana? Ese mismo George Bush.

¿Qué ocurrió este año con el terrorista internacional Luis Posada Carriles, el otro autor intelectual del crimen? No bastó con acusarlo por delitos menores y dilatar hasta el absurdo el juicio, que nuestra prensa justamente denominó “la farsa de El Paso”. Finalmente, fue exonerado de todos los cargos. Decir que es inocente un criminal como Posada, es una afrenta no solo al pueblo cubano, sino a la humanidad entera. Exigimos que se le extradite a Venezuela y se haga justicia. Ese asesino confeso debe ser juzgado por los crímenes que cometió.

¿Acaso excluyó este año Estados Unidos a Cuba de su espuria lista de “Estados patrocinadores del terrorismo”?, medida infame como pocas que más que poner en tela de juicio a nuestro país lo que hace es desacreditar aún más a aquel Gobierno.

¡No! Una vez más, incluyeron a Cuba, para tratar de justificar por esa vía sus sanciones y su bloqueo genocida.

Estados Unidos, que es el mayor promotor del terrorismo de Estado en el mundo —el de los salvajes bombardeos nucleares sobre Hiroshima y Nagasaki, el que arrebató la vida a 4 millones de vietnamitas, el padrino de las sangrientas dictaduras militares y la “Operación Cóndor”, el de las masacres en Afganistán, Irak y Libia— ese que incumple los tratados internacionales que ha suscrito en la materia y que tiene un notorio doble rasero en su supuesta “guerra contra el terrorismo”, no tiene un átomo de autoridad moral para elaborar semejante lista.

La verdad histórica es que no hay país que haya sido víctima, como Cuba, de ese flagelo, originado durante décadas en el territorio de Estados Unidos. Precisamente por ello, y por los principios que han sustentado a nuestra Revolución, nuestro país ha condenado firmemente todas las formas y manifestaciones del terrorismo, en cualquier lugar del mundo, y ha firmado los 13 tratados internacionales existentes sobre ese tema.

Aunque algún político norteamericano, como recientemente la congresista Michelle Bachmann, pueda hacer declaraciones infundadas e irresponsables en tal sentido, la realidad es que el territorio de Cuba nunca ha sido utilizado, ni se utilizará jamás, para organizar, financiar o ejecutar actos terroristas contra ningún país, incluyendo los Estados Unidos.

Transcurrido un año más, sigue sin respuesta la propuesta de nuestro Gobierno a las autoridades estadounidenses de firmar un acuerdo de colaboración en esta esfera. Nos preguntamos ¿por qué, si está en el interés del pueblo de los Estados Unidos? Indudablemente, no hay voluntad política.

La mayor evidencia de ello es lo que ha ocurrido con los Cinco Héroes cubanos. Gerardo, Ramón, Antonio, Fernando y René han soportado 365 días más de injusto encierro. Ya son 13 años de cruel e inmerecida prisión, ¿hasta cuándo va a prevalecer la injusticia?

No debieron estar ni un día presos: no buscaban información clasificada ni obtuvieron datos de seguridad nacional, ni afectaron ningún interés de Estados Unidos. Su misión era contribuir a impedir las acciones de los grupos terroristas que actúan con total impunidad contra Cuba desde La Florida. Sus juicios fueron arbitrarios, se celebraron en Miami —la capital del terror anticubano—, en medio de un clima hostil, atizado por una feroz campaña de prensa pagada por el Gobierno yanki. Hay más que suficiente información, argumentos y documentación legal, que demuestran el carácter amañado de esos procesos.

¿Qué decir de las condiciones en que han transcurrido para ellos esos casi cinco mil días y noches? Los confinamientos en “el hueco”, los prolongados períodos de incomunicación, las dificultades para contactar con sus representantes legales, la injustificada separación familiar… ¡Qué bajo han caído los representantes del imperio al ensañarse en los Cinco, al convertir su encierro en una vendetta política contra todo un pueblo!

Pero no han logrado doblegarlos, a pesar de las presiones y los abusos. Pese a las injustas condenas y los tratos inhumanos, crueles y degradantes que han recibido, ellos han mantenido una conducta ejemplar, sin hacer la más mínima concesión en sus convicciones, dando un ejemplo insuperable de dignidad y firmeza.

Ahora se comete una nueva injusticia, una represalia adicional. Mañana debe salir de prisión René González, tras haber cumplido la brutal e injusta sentencia que le impusieron. Pero se le niega el derecho de regresar a Cuba y reunirse con su esposa, sus hijas y sus padres.

Detrás de esa decisión de la jueza Joan Lenard está el Gobierno de los Estados Unidos, que persigue con saña a nuestros luchadores antiterroristas mientras, por otro lado, tiene un historial de protección a los individuos y organizaciones terroristas radicados en su territorio, que son responsables de la muerte, el dolor y el sufrimiento de miles de cubanos.

Se comete, en la persona de René, una nueva injusticia contra los Cinco. Obligarlo a convivir con los elementos terroristas de Miami, verdaderos asesinos impunes, pone en peligro su vida. Responsabilizamos al Gobierno norteamericano por las consecuencias de esa brutal y torpe decisión, en particular por la seguridad e integridad física de René.

Es absurdo el requisito adicional de la jueza de prohibirle, después que salga de la cárcel, “asociarse a/o visitar lugares específicos donde se sabe que están o frecuentan individuos o grupos tales como terroristas…”. Es ilógico, porque se obliga a René a residir precisamente donde esos grupos o individuos florecen y actúan con toda impunidad. Esto demuestra que el Gobierno de los Estados Unidos conoce quiénes son y dónde están los terroristas.

¿Qué entidad gubernamental actualizará a René de aquellos sitios donde hoy se reúnen los terroristas? ¿Acaso el Gobierno, a su vez, les ha prohibido a estos acercarse a René? Con ese requisito, vuelto a ratificar por la jueza, el Gobierno de los Estados Unidos reconoce la presencia de terroristas en su territorio, con un largo prontuario de acciones criminales contra Cuba, y pone de manifiesto, una vez más, el doble rasero de su cacareada e hipócrita “lucha contra el terrorismo”.

Reiteramos, como diáfanamente fue expresado en el Editorial publicado en Granma, órgano oficial de nuestro Partido, el pasado 28 de septiembre: “Aunque es imposible reparar la injusticia ya consumada tras tantos años de indebido encarcelamiento y ensañamiento político, la única acción mínimamente decorosa del Gobierno de los Estados Unidos, a estas alturas, sería la de permitir el inmediato regreso de René a Cuba, poner fin a las sentencias vengativas contra Gerardo, Ramón, Antonio y Fernando, y permitir el retorno definitivo de todos a la Patria”.

Es sobradamente conocido el trato injusto e inhumano aplicado a nuestros cinco compañeros, Héroes de la República de Cuba, que luchaban para proteger del terrorismo al pueblo cubano, y también al norteamericano. La solidaridad internacional en torno a ellos ha crecido año tras año. Jefes de Estado y Gobierno, otros altos funcionarios gubernamentales, diez Premios Nobel, destacadas personalidades, organizaciones y movimientos sociales de todos los confines de la Tierra, se han sumado al reclamo de libertad para los Cinco.

Esa lucha será cada día mayor aún. Ahora corresponde denunciar con todas las fuerzas, el castigo adicional que se pretende imponer contra René González, y reclamarle al presidente Obama que cese de una vez por todas la injusticia, permita el inmediato regreso de René a Cuba y use sus facultades constitucionales para poner fin a las sentencias vengativas contra Gerardo, Ramón, Antonio y Fernando.

Ese es el sentir de millones de cubanas y cubanos, que no cesará un instante hasta verlos a todos aquí, junto a sus seres queridos y su pueblo. Como dijo el compañero Fidel en las Reflexiones que tituló “La vergüenza supervisada de Obama”, los Cinco simbolizan la indoblegable resistencia de los patriotas cubanos. ¡Ellos, como nosotros, jamás claudicarán! ¡Jamás se rendirán!

Hoy, cuando conmemoramos el trigésimo quinto aniversario del abominable sabotaje al avión de Cubana en Barbados, y rendimos tributo a todos los cubanos y cubanas que perdieron la vida, o quedaron incapacitados como consecuencia del terrorismo de Estado, desatado por un poder imperial contra este pueblo heroico, ¡exigimos justicia!

¡Gloria a nuestros héroes y mártires!
